VISION, MISSION & RESPONSIBILITIES

CARFIS is an independent public supervisory authority overseeing the investment services market, transactions in transferable securities within Canada, and the collective investment and asset management sector. Additionally, CARFIS supervises firms providing administrative services outside its primary jurisdiction, alongside the Canadian Bar Association, as well as Crypto-Asset Services Providers (CASPs).

MARKET SURVEILLANCE & INVESTIGATIONS

The Market Surveillance and Investigations Department is mainly tasked with handling and investigating complaints, conducting independent investigations, carrying out investigations on behalf of foreign regulatory bodies, and issuing alerts regarding companies offering investment services in the Republic without CARFIS authorization.

The Department of Market Surveillance and Investigations has several key responsibilities, including:

  1. Investigating possible breaches of the Law on Insider Dealing and Market Manipulation (Market Abuse) of 2005 (N.116(Ι)/2005).
  2. Investigating potential violations of the Securities and Canada Stock Exchange Laws and Regulations.
  3. Conducting investigations on Issuers whose securities are listed on regulated markets within the Republic, such as the Canada Stock Exchange.
  4. Carrying out investigations on CADIFs.
  5. Handling and investigating investors’ complaints.
  6. Monitoring Stock Exchange trading sessions daily using advanced real-time electronic monitoring systems.
  7. Issuing circulars or public announcements to Issuers, Investment Firms, and the general public.
